Somalia is a country that has had a chequered political history since its independence from the Italians.Because of that history, there are currently three centres of power in Somalia. The most recognised one is The Transitional Federal Government, established by the Transitional Federal Charter of the Somali Republic, which is the principle organizing document of the Somali Republic, written and approved in February 2004 in Nairobi, Kenya. It defines Somalia (in Article 3) as having the following borders:

  • North; Gulf of Aden.
  • North West; Djibouti.
  • West; Ethiopia.
  • South south-west; Kenya.
  • East; Indian Ocean.

This puts a territorial contention with the self-declared autonomous state of the Republic of Somaliland, which has been operating as a de facto independent state, though it is not recognized internationally. It would also incorporate the autonomous state of Puntland.

For practical purposes of the RBC initiative, organisations operating in Somalia as enunciated above are classified as those in South/Central Somalia. The names Somaliland and Puntland (for northwest and northeast Somalia) are used within the network because of common usage, and not as an indication of any political position on part of the Regional Organisation on Resource Based Conflicts. CSOs from South/Central Somalia have been instrumental to the initiative as they have been part of it since its inception.

Currently the National Focal Point (NFP) is the Humanitarian Action for Relief & Development Organization (HARDO), which is an independent not-for-profit and humanitarian organization aimed to promote the social & economic rebuilding of South Central Regions of Somalia. HARDO works mainly in Hiiraan and Banadir regions, but also in Lower Shabelle and Middle Shabele regions. HARDO is an active member of Resource Management Network in Somalia (RMSN). HARDO was selected to be NFP in the year 2007, and is responsible all regional RBC issues on behalf of South –Central Somalia National RBC Network which was also founded formally established in the year 2007.
