The network has member organisations drawn from the civil society across the Horn and East Africa. All the members are part of their respective national RBC networks. At the national level, they elect a National Focal Point (NFP), which represents their interests at the regional level. At the regional level, there is a Secretariat, which is the coordinating mechanism for the network. CSOs which share the objectives of the network may join through their national networks and most specifically by contacting the NFPs in the country they are operating in.

However, organisations with regional and international focus on RBC issues can partner with the Regional Secretariat without necessarily being members.
