Ethiopia is a predominantly pastoral and agro-pastoral country, with the two main production systems accounting for well over 15 million people nation-wide. Pastoralism by the pastoral communities takes a lead as a livelihood option and covers well over 60% of the total land mass. Most of the pastoral communities are spread within six federal regions including Somali, Afar, Oromia, Southern Gambela, Beneshangul Gumuz and Dire Dawa. Like in other pastoral regions of the Horn of Africa, this mode of production thrives where there is vast chunks of land for grazing and livestock movement.The growth of privatization and other regulatory land policies however have over a period of time led to the shrinkage of pastoral land in the country. In addition, myths regarding the viability of pastoralism as a mode of production has penetrated the minds of policy makers and attempts have been made to encourage and in certain cases force pastoralists into farming practices or sedentary modes of livelihood. Pastoralists have been therefore been victims of institutional biases, natural disasters and marginalization. The struggle to seek attention and regain their identity has manifested in violent land conflicts among themselves and other land users especially the agricultural farmers who are argued to enjoy robust protection from the government. Unfair and unequal land allocation procedures and policies have played a key role in raising the sensitivity of pastoral land users. With pastoral communities being marginalized within institutional and policy frameworks, farming activities have been argued to be more sustainable and meaningful in replenishing land nutrition. The expansion of private investments in regions perceived by the government as being ‘unproductive’ has also led to the depletion of pastoral lands in the country. Expansion of cash-cropping and settled farming activities in the country, large scale sugarcane growing, and irrigation schemes among others has led to massive displacement of pastoral communities pitting them against themselves and other land users, predominantly the farmers in the highlands.
